The municipal administration of the City of Biel/Bienne implements the decisions of the Municipal Council (executive) and the City Council (legislative). Around 2,500 employees (1,200 FTEs) provide services in French and German for the five departments and the Town Clerk’s Office. The administration operates within the framework of the political strategy ‘Biel 2030, city of possibilities’: Biel thrives on its diversity, is the Swiss capital of bilingualism, is experiencing rapid urban growth, creates attractive public spaces and serves as a model for climate action. It therefore places the people of Biel at the heart of its priorities and works towards a sustainable, inclusive and participatory future in which everyone can contribute to community life.

The Metropolis and the City of Rouen, committed since 2019 to a responsible digital approach, are deploying a shared roadmap “Cap Numérique Responsable 2025-2028” (Responsible Digital Course 2025-2028). This strategy, focused on sobriety, inclusion and innovation, aims for digital technology in service of the territory’s social-ecological transition.
Internally, numerous actions are being implemented: redesign of websites incorporating eco-design and accessibility, reuse and recycling of 80% of the IT infrastructure within three years, training of staff and elected officials, and integration of responsible criteria in public procurement. Across the territory, the Responsible Digital Coalition, led by the Metropolis, mobilizes economic stakeholders. The territory also supports sustainable innovation and participates in Digital Clean up Day.
Soon, educational and awareness-raising actions will be implemented in schools, training will support social workers for digital inclusion, and citizen consultation on ethical AI will be launched.
